NON KEY EXPERT 3 – EUIC OFFICE MANAGER - JOB DESCRIPTION

Background

The overall objective of the contract is to make operational an EU Information Centre (EUIC) in the capital city of Belgrade, with the aim to increase the level of information and public awareness about the European Union in the Republic of Serbia as well as about the accession process.

The specific objectives of the programme are:

  • To increase knowledge and general understanding of EU policies, objectives, priorities, institutions, programmes and perspectives among the population at large;
  • To increase knowledge on the relations between the European Union and Serbia and better understanding of the impact of the pre-accession process on one's own life and expectations;
  • To increase knowledge about the implementation of the Instrument for Pre-accession Assistance (IPA) in the country;
  • To stimulate public debate about EU values in Serbia through a number of information tools (such as seminars conferences, website, publications, press activities);
  • To increase information on the EU resulting from networking with multipliers and other interested parties and identify potential partners in the country for inclusion in the network of information providers;
  • To provide full logistical and organisational support for all information and communication activities of the EU Delegation in Serbia;
  • Create a network of centres (not necessarily through direct provision of financial resources) relying on the existing European Houses and other possible partners;
  • To continuously monitor the public opinion and information needs of target groups in order to improve the communications strategy and tailor information to different target groups Technical Assistance Division (TAD) of ECORYS UK LIMITED manages the Project Team, under contract to the Delegation of the European Union (DEU) to the Republic of Serbia. Through this contract, ECORYS provides a support structure to the programme. The Project Team undertakes a number of roles:
  • The establishment of a dedicated EU Information Centre in a central location of Belgrade with the aim to provide necessary information on EU to identified target groups (Serbian public; government and public institutions; business community; media; civil society; academic circles; youth and high school students; researchers/think tanks)
  • The management and the running of the EU Information Centre; with defined services towards the Serbian public. This includes financial and administrative management of the Information Centre
  • The creation and implementation of strategies and information campaigns
  • Coordination of the EUis and European Houses1 in Serbia, as well as other possible information hubs in the country
  • Press and media relations
  • Events and visits management
  • Web site management, development and update
  • Networking and updating of databases
  • Production of printed information materials such as brochures and thematic leaflets
  • Production and distribution of electronic information material
  • Interpretation services and other necessary activities in the information and communication domain, as by request of the EU Delegation.
